Director, Program Development and Policy Advocacy

The Director of Program Development and Policy Advocacy leads the institutional (primarily bilateral and multilateral) revenue generation for HAI in connection with it strategic objectives and growth strategy. The incumbent would leverage HAI’s programmatic areas and expertise in mental health and psychosocial support, gender equity, access to justice and stigma-free HIV prevention and care to deepen and expand its portfolio of donors.

Reporting to the Executive Director, this position collaborates closely with technical teams and the Program Quality unit, the External Relations team, and regional and country office leadership in identifying, developing, coordinating proposal submissions and maintaining HAI’s relationships and partnerships with the US Government and other institutional donors, partners and peer organizations.

The Director of Program Development and Policy Advocacy is responsible for the organization’s DC presence and interpreting and advancing key policy initiatives in line with HAI’s strategic plan. Performance in this position will be measured by successful development and attainment of fiscal resources to support execution of program development plans, maintenance and growth of current portfolios, diversification of funding and partner organizations, and facilitation of new contracts and grants within the United States, UN, and European Commission and beyond.

Program Officer, Fulbright

The program officer is a key member of the 20-person unit charged with managing the Fulbright Foreign Student Program in the Middle East and North Africa. The incumbent will have primary responsibility for student supervision caseload, a placement caseload of nominees, and supervision of an assistant and interns. The incumbent also will assume responsibilities that pertain to and require the involvement of the Fulbright unit as a whole. Therefore, the program officer must be organized, diplomatic and team-focused.

Lead, Local Program Posting

Position Summary

The OGP Local Program Lead (The Lead) will be responsible for leading the implementation of an ambitious new strategy for significantly scaling OGP’s efforts to support open local government. The Lead will manage a small team of 2-3 staff and work with members of OGP’s Management team and thematic partners with a highly collaborative approach to develop and execute long and medium-term strategies for the Local program.

In the short-to-medium term, the Lead will be responsible for program strategies and implementation, identifying and recruiting a strong pipeline of local leaders, and overseeing the development of a strong learning and knowledge sharing program and network. In the long term, the Lead will be responsible for increasing OGP’s visibility as a center of excellence for open local government – as an incubator for promising reforms, and as a hub for accessing knowledge resources, subject matter and practitioner support.

The position involves representing OGP with members of OGP’s Steering Committee, current and prospective funders and partners, and mid-to-senior level leaders from local/subnational governments and civil society. The ideal candidate will have experience in leading local open government reform and share attributes of a startup leader with the ability to effectively operate across all levels of organizations, provide vision and direction, fundraising to match growth aspirations, while also being responsible for day-to-day program implementation.

Associate Director, Proposal Pricing

The Associate Director for Proposal Pricing provides leadership for the cost proposal development function of new business development, assisting the agency to secure large-scale, multi-million dollar grant and contract funding from USAID and other institutional donors. This position will sit on the Proposal Pricing Team within the New Business Development (NBD) unit of the Portfolio Growth & Performance department.
