The Chief Financial Officer functions include:
- Plan, develop, organize, implement, direct and evaluate the organization’s commercial operations and performance.
- Support resource development of proposals and awards, thinking through financial strategies for winning awards including presenting in a manner required by donors and ensuring full indirect recovery.
- Lead the development, implementation, and enforcement of financial policies and procedures of the organization by implementing systems that will improve the operation and effectiveness of the finance and resource development departments.
- Provide professional growth and career enhancement opportunities for staff to increase their capacity and performance.
- Manage the department staff responsible for accounting, financial planning and analysis, treasury, and contracts and grants compliance effectively, and have a dotted line to field office financial teams.
- Manage the regional finance team, which operates as an extension of the headquarters finance team.
- Develop and present reports on the financial performance of the organization to the CEO, Board, and Senior Management.
Accounting and Finance:
- Manage Partners of the Americas (POA) accounting and financial systems responsibly and with integrity, ensuring standardization and consistency in all accounting processes and providing accounting oversight and guidance throughout the organization.
- Ensure that adequate internal controls are in place and ensure compliance with GAAP and applicable federal, state and local regulatory laws and rules for financial and tax reporting.
- Oversee the internal and external audits of the organization’s financial performance and operations to include planning, the scope of work, and communications with the public accounting and donor auditor staff. Provide oversight and guidance for all Field Office and Headquarter ancillary audits.
- Develop and implement the annual budget, quarterly forecasting, proposal pricing, analysis and internal management reporting processes.
- Continually improve the budgeting process through education of department managers on financial issues impacting department budgets.
- Develop strategies for full indirect recovery from all donors.
- Develop credibility for the finance group by providing timely and accurate analyses of budgets, financial reports, and economic trends to assist the CEO/President, the Board and other senior executives in performing their responsibilities.
- Develop and/or maintain a reliable cash flow forecast process and reporting mechanism that includes minimum cash threshold to meet operating needs.
- Optimize the handling of bank and deposit relationships and initiate appropriate strategies to enhance cash position.
- Provide recommendations to enhance financial performance and business opportunities strategically.
- Evaluate and advise on the impact of long-range planning, the introduction of new programs/strategies and regulatory action.
- Work closely with CEO, resource development and program managers, supporting the development of a pipeline of submitted proposals and award wins.
- Guide budget development of all proposals and awards, ensuring consistency across proposals and programs, and ensuring timely and accurate proposal budgets, meeting all deadlines.
- Develop strategies and present recommendations in the format required by donors and include elements that are acceptable to donors and provide the most significant opportunity to win awards.
- Dedicate 25% LOE to supporting organizational business development.
Contracts and Grants:
- Oversee the review of partner/donor contract and grant agreements before approval and signing.
- Monitor contracts and grants management operations to ensure appropriate administration of and compliance with legal and donor requirements.
- Provide financial management advice on any donor/partner contracts into which the organization may enter.
- Manage Procurement function.
- A master's degree in accounting or business administration and 14+ years of progressively responsible management experience with USAID or iNGO’s.
- Experience as a CPA is preferred.
- Experience with systems including Sage MIP and QuickBooks.
- Experience working as part of an executive team and excellent written and oral communication skills.
- Strong knowledge of Information Technology and use of IT software/hardware, particularly related to finance and accounting
- Strong ability to work with staff at remote locations is essential.
