The National Endowment for Democracy (NED), is a private, nonprofit grantmaking foundation dedicated to the growth and strengthening of democratic institutions around the globe. We seek a motivated, energetic, organized, and resourceful Director, Compensation and Benefits Administration,  who is a mission-oriented team player, and who would be excited to join a growing and fast-paced Human Resources and Administration, team. This position is based in Washington, D.C.

 

Position Summary:

The Compensation and Benefits Director is responsible for complex managerial and analytical work that impacts the strategy and direction of the organization’s compensation and benefits programs.  The Compensation and Benefits Director will research, facilitate, manage, and deliver the employee compensation and benefits programs.  The Compensation and Benefits Director provides strategic advice to NED leadership regarding the organization’s compensation structure and participates in meetings with key partners and stakeholders in order to deliver the best in class benefits programs to staff.   This position will play a key role in developing programs and will partner closely with the management team to develop comprehensive, total rewards programs and strategies to ensure our benefits are competitive and attractive in order to recruit and retain talent. 

 

Responsibilities: 

  • Work closely and flexibly with a diverse range of activists in media, human rights, rule of law, conflict resolution, civic education, and other areas.
  • Researches and recommends total compensation and benefits plans.
  • Administers employee insurance programs including life, disability, and health insurance plans.
  • Administers employee retirement savings plans that include the NED’s 403(b) plan, 457(b) plan and partners with plan administrator.
  • Advises and informs employees of changes and developments related to benefits including eligibility, coverage, and provisions.
  • Facilitates and oversees annual open enrollment programs.
  • Researches and compares incentive compensation plans offered by demographically comparable organizations; partners with compensation consultant to assess the market and makes recommendations for enhancements or improvements required to keep the organization’s plans competitive, fair, equitable, and effective.
  • Facilitates accurate and timely delivery of employer contributions and employee payroll deductions to carriers, plan administrators, or other appropriate service providers.
  • Completes records, reporting, and other documentation required by federal, state, and provider rules, regulations, and policies.
  • Maintains and updates documents on SharePoint and Teams Channels for easy access.
  • Generates and compiles extensive reports using Excel in order to model and manipulate data and statistical trends.
  • Conducts employee surveys, census, and other research and demographic efforts required to collect accurate quotes from benefit providers.
  • Identifies, recommends, and selects carriers and plans based on quotes, available benefits, and prior experience.
  • Partners with Benefits Brokers to ensure compliance, timely delivery of rates and open enrollment materials, as needed.
  • Monitors administrators’ and insurance carriers’ reports to ensure the organization’s compliance with plan requirements.
  • Ensures the organization’s and plans’ compliance with the applicable provisions of COBRA, HIPAA, and ERISA.
  • Maintains knowledge of economic conditions, labor market, and other factors related to ensuring the organization provides competitive and reasonable benefits and compensation scales and structures. This includes trends, developments, and best practices in compensation and benefits administration.
  • Assists and performs other job related administrative duties and special projects, as assigned.

 

Qualifications:

Knowledge/Experience:

  • Bachelor’s Degree in Human Resources or other applicable discipline.
  • 11-14 years of relevant career experience, with ≥ 5 years of progressively responsible human resources managerial experience in a high volume environment.
  • Demonstrated experience with research and reporting methods, techniques and procedures.
  • Experience with HR tools and business systems such as ADP, PayFlex, HRIS, Performance/Learning Management System, SharePoint or Serenic highly desirable.
  • Advanced level of proficiency in Word, Excel, and PowerPoint.
  • CBP, CCP, SHRM-CP or SHRM-SCP preferred.
  • Experience in a unionized workplace a plus. 

Other Qualifications: 

  • Decision-making, problem-solving, and strong analytical skills required.
  • Must be knowledgeable with District of Columbia and federal employment laws to include ERISA, COBRA, HIPAA, FMLA, FLSA, EEO, etc..
  • Authorized to work in the United States.

  • Ability to exhibit a high level of confidentiality within and outside the NED regarding all data and information obtained through the course of daily work.
  • Excellent time management skills with a proven ability to meet deadlines; self-motivated and ability to successfully sort multiple priorities and multi-task.
  • Strong work ethic and ability to work in a fast paced environment while managing multiple deadlines.
