Essential Duties and Responsibilities:

Grant Making (Level of Effort: 25%):

The Grants Officer is responsible for ensuring effective grant making, including:

  • Preparing grant announcements and guidance for hubs to access funds
  • Conducting preliminary review of grant applications, including budgets, budget narratives, and grantee organizational documents such as pre-grant inquiry forms and risk assessment questionnaires for completion, reasonableness, and compliance
  • Requesting due diligence and background checks as appropriate
  • Preparing requests for donor and Tides’ approval of grants
  • Preparing grant documents for issuance and to ensure accuracy of terms and conditions
  • Other duties as assigned

Grant Monitoring & Reporting (Level of Effort: 25%):

The Grants Officer is responsible for ensuring effective grant monitoring and reporting, including:

  • Participating in grantee trainings on grant conditions and basic reporting requirements & schedules
  • Conducting preliminary review of grantee reporting, including narrative reports, financial reports, and deliverables for compliance, accuracy, and to ensure results are being met on time and within budget
  • Preparing fund requests in partnership with project staff
  • Conducting preliminary review of budget realignment and modification requests
  • Attending grantee activities as appropriate to ensure effective monitoring of grants
  • Tracking Performance Monitoring and Evaluation Plan (PMEP) indicators
  • Tracking and filing relevant grant information on shared drive to ensure data integrity and to enhance coordination
  • Supporting reporting on grant making and grantee activities as requested and required by project donor and external partners
  • Supporting risk monitoring and mitigation efforts
  • Other duties as assigned

Capacity Building (Level of Effort: 25%):

The Grants Officer is responsible for ensuring effective capacity building, including:

  • Identifying grantee and hub capacity building needs and opportunities
  • Supporting grantee and hub capacity building efforts including providing technical assistance
  • Conducting as needed virtual webinar trainings
  • Conducting in person trainings as appropriate
  • Other duties as assigned

Stakeholder Engagement (Level of Effort: 25%):

The Grants Officer is responsible for ensuring effective stakeholder engagement, including:

  • Serving as primary point of contact with grantees to ensure successful grant management
  • Communicating effectively and routinely with other partners and donors
  • Supporting project policies and maintaining best practices in partnership with project staff, external partners, grantees, and donors, as appropriate
  • Other duties as assigned

Other Duties and Responsibilities:

  • Participating in project-related meetings, both virtually and in-person
  • Contributing to develop of annual work plan and performance monitoring indicators

Education and Experience:

  • 8-12 years of grant management experience in international development with donors such as USAID, foundations, or other multilateral donors.
  • University degree in international development, international relations, political science, conflict resolution or a related field. Candidates may substitute four years of related experience in lieu of the degree requirement.
  • Experience supporting local organizations on effective grant management
  • Experience working on multi-donor projects
  • Experience working in Asia preferred

  • Strong verbal and written communication skills
  • Strong cross-cultural communication skills working in a large and diverse project
  • Budgeting and MS Excel skills
  • Strong organizational skills and capacity to handle multiple tasks under tight deadlines with a high level of attention to detail

Organizational Relationships:

  • The Grants Officer reports to the Program Manager and works collaboratively with the Senior Finance Officer, Finance Officer, grantees, donors, and external partners on a daily basis to successfully implement the project.
