Summary

CONRAD, a nonprofit biomedical R&D organization dedicated to improving global health, nested within Eastern Virginia Medical School, is seeking a Program Manager II to help lead a USAID-funded program called Project UChoose: A Personalized Contraception Platform for Women and Providers.

The Program Manager II will lead planning, implementation, and completion of dedicated interdisciplinary R&D programs at CONRAD, on time and within budget, and will be responsible for all program reporting requirements. S/he will lead program-specific communications, maintain, monitor and manage timelines, budgets and scopes, and proactively assess risks and devise scenario planning to ensure timely deliverables and program outcomes. The Program Manager II will develop and track project plans to ensure key milestones and deliverables are met and the project remains within budget. S/He will identify and plan critical path activities along with any risks, issues or resource requirements pertaining to project plan/timelines and work with team(s) to develop appropriate solutions. He/she will be responsible to drive information flow and serve as main source of project information to all stakeholders. Together, through strong project, financial and time management, communication, strategic thinking, decision-making, team building and leadership skills, plus the demonstrated capacity to readily handle and adapt to changing and/or competing priorities, the Program Manager II will contribute substantially to CONRAD’s mission to improve global health through the development of innovative, user-centered technologies.

 

QUALIFICATION REQUIREMENTS

Bachelor Degree in a relevant scientific discipline and five (5) years of project management experience in a scientific, clinical or social science discipline. PMP certification a plus. Grant management experience preferred.

Must be able to use Project Management tools; proficiency in MS Office applications.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Integrate, facilitate, and manage all activities relating to planning, executing, and monitoring research and development programs at CONRAD
  • Facilitate budget generation, reporting and control cost
  • Maintain ongoing relationships with outside vendors
  • Ensure compliance with contract terms
  • Facilitate project management discussions and participate in cross-functional team meetings.  Some participation in preclinical/product development meetings will also be required.
  • Maintain and update project plans, timelines, financial projections for dedicated projects
  • Maintain clear and constant communication with stakeholders both internally and externally to keep projects on schedule and ensure project deliverables within budget
  • Establish project documentation framework and methodology
  • Develop & drive implementation of complex theories of change and log frameworks, M&E plans & related best practices
  • Responsible for review and approval of obligations/spending and T&E allocations for dedicated programs
  • Drive & manage select organizational efforts dedicated to fundraising, operational planning, & strategic stakeholder communications
  • Contribute to organization’s continuous operational improvement initiatives
  • Advise on budget and grant development activities and best practices
  • Perform other duties as assigned
