A Great Opportunity:

We are seeking a highly-skilled Senior Manager, Applications and Association Management System (AMS) to join our Technology, Engineering and Data (TED) Team. This individual will oversee the administration and maintenance of ICMA's Association Management System (AMS), and enterprise-wide applications. This position serves as the "technical expert" for all applications including AMS, directing product strategy, integration with other technical solutions, and coordinating resources to leverage the AMS to support ICMA operations.

The Senior Manager, Applications and Association Management (AMS) reports to the Chief Information Officer.

What You'll Do:

  • Research and investigate system solutions and technologies to deliver continuous modernization, innovation, and incremental business changes in support of ICMA business needs
  • Using AMS, create solutions to complex issues to improve business processes
  • Deliver effective consulting and coaching around business issues to understand and prioritize projects and initiatives to effectively integrate continuous improvement into their organization
  • Integrate other software systems with the AMS; As subject matter expert, provide input to business teams related to system integration
  • Coordinate with technical vendors to develop solutions, de-bug system issues, and customizations
  • Conduct data integrity measures and monitoring for issue prevention; oversees system maintenance and cleanup
  • Supervise Software development, participate in hiring, evaluating, training, coaching, and recommending other actions as necessary
  • Determine the project scope, goals, objectives, and information requirements of proposed application software system
  • Develop business systems flowcharts to demonstrate the system business flow procedures, workflow processes, inputs, outputs, and the effects any change will have on the proposed system.
  • Conduct evaluation of application development tools to increase productivity in the definition, analysis, conceptual planning, detail planning, construction, implementation, and maintenance throughout the Software Development Life Cycle
  • Position is delegated authority to hire for approved positions, supervise and develop staff, and develop, manage, and distribute funds allocated in the budget
  • Build consensus around business processes and design

What You Need To Be Successful In This Role:

  • Bachelor's degree in Information Technology, Systems Management, Business Administration, or related discipline
  • Eight (8) years of database system oversight and maintenance, technology implementation and/or AMS experience

Knowledge, Skills, and Abilities (KSAs):

  • In-depth knowledge of the Software Development Life Cycle and Project Management methodologies.
  • Sound knowledge of DevOps framework and its implementation
  • Thorough knowledge of appropriate databases, languages and systems development and management software as well as the limitations, capabilities, and uses of computer hardware, consistent with ICMA's technical environment. Examples include, but not limited to: Microsoft .NET platform, HTML 5, Microsoft SQL
  • Considerable knowledge of applications development tools such as Microsoft Visual Studio, System Infrastructure knowledge such as Windows Server 2012 and above, Microsoft SQL Server 2012 and above and End-user computing devices
  • Knowledge of reporting and visualizations tools such as SSRS, Tablaeu, PowerBI etc.
  • Ability to communicate systems detail to management, giving precise information to users, and providing technical specifications to computer professionals
  • Ability to establish and maintain highly effective intradepartmental and interdepartmental working relationships
  • Demonstrated interpersonal skills required to work with diverse work groups, convey ideas and influence others, collaborate, and sustain productive working relationships
  • Demonstrated proficiency in project management, problem solving and decision-making skills
  • Ability to handle changing priorities and use good judgment when working in challenging situations
  • Analytical acumen and proficiency in generating and evaluating business forecasts and metrics
  • Superior verbal, written, and presentation communications skills with high attention to detail
  • Ability to influence and gain consensus without authority
  • High degree of integrity and ability to handle confidential matters and sensitive situations with discretion
  • Strong PC skills including proficiency with Microsoft Office

This position is based out of ICMA's headquarters, located in Washington, D.C. At this time, all ICMA staff are working remotely. The selected individual must be able to work the core business hours from 8:30 am to 5:00 pm EST.
