Position Description:

The Senior Manager, Procurement and Award Compliance will work as a member of the Law, Governance and Compliance Team and have contractual responsibility on procurement and grant-funded projects from a range of institutional, foundation and multilateral donors to include USG.  The Senior Manager, Procurement and Award Compliance will ensure contractual request under his/her responsibility comply with both our the Donor’s regulations and provisions and Plan’s policies and standard operating procedures.  This includes ensuring that awards with donors and procurement with contractors are processed in a timely manner.  Areas of responsibility include carrying out of contractual oversight, and general contractual support tasks as summarized below. The Senior Manager, Procurement and Award Compliance will report directly to the Director of Program Compliance. S/he will provide support departments across the organization and ensure internal client’s satisfaction.

 

Essential Functions:

  • Act in the capacity of subject matter expert on procurement. Collaborate with Finance and other departments as appropriate on revisions to procurement policies and guidance. Identify opportunities to improve processes.
  • Provide guidance to departments across the organization at the outset of procurement in framing process and needs for the hiring of consultant and service provider consistent with policies.
  • Assist department in drafting RFP/RFQ, support teams in determining contract type, and respond to procurement inquiries in a clear and timely manner. Review, as appropriate, final procurement agreements for compliance.
  • Develop and present training on internal procurement policies and procedures.
  • Provide procurement and grant strategy advice or support throughout every phase of the sub-granting and contracting cycle. Review and approve draft procurement contracts and screen contractors/vendors in compliance with the applicable Plan policies and procedures and client conditions.
  • Establish and maintain clear and effective communications internally, with donors and with Agreement Officers.
  • Negotiate terms of client awards and modifications with appropriate consultation and as delegated.
  • Provide appropriate guidance to ensure Plan policies and procedures are followed and/or amended to coincide with the prevailing requirements.
  • Prepare, update and maintain customized templates for subcontracts and subawards, including all required client flow downs for various subcontracts, purchase orders, leases, grants etc.
  • Review and negotiate terms and conditions of contracts, grants and purchase orders of varying complexity, including but not limited to subawards, grants under contracts, commercial item subcontracts and ordering agreements.
  • Assist the Director of Program Compliance in establishing best practices and efficient contracting results.
  • Assist in performing partner responsibility determinations and negotiation of NDAs and review Teaming Agreements during proposal preparation.
  • Serve as primary point of contact for all disputes with contractors and grantees. Responsible for timely resolution of internal and external issues/problems related to grant and subcontract administration.
  • Implement required donor reporting, such as FFATA reporting.

 

Skills and Competencies:

  • Extensive experience in bids and contracting (e.g. grants, contracts, purchasing) and demonstrated knowledge of best-practices and approaches in contract management.
  • Prior work experience working in international development with US Government funding instruments (USAID experience strongly preferred), and other types of funders.
  • Ability to use initiative and independent judgment, coordinate multiple awards and procurement simultaneously, work well under pressure and meet deadlines.
  • Demonstrated experience of use of Microsoft Office Suite (Excel, Word, PowerPoint, etc.) and Adobe Acrobat. Experience with purchasing system a plus.
  • Demonstrated experience in fostering collaborative working relationships with donors and clients (external & internal clients).
  • Demonstrated ability to identify potential compliance risks in procurement and award negotiation and propose risk mitigation plans.

 

Education and Experience:

  • BA degree from an accredited college or university in contracting or related field.
  • Master’s degree and/or professional certification encouraged.
  • Knowledge of U.S. Government Rules and Regulations for administration of Grants, Cooperative Agreement (2 CFR 200), ADS, Cost Principles. Experience with Subcontracts (FAR) a plus.
  • Minimum 7+ years of grant & contracts management experience in international development context.
  • Demonstrate experience managing start-up and closedown of awards with in-country and project teams.
  • Ability to communicate effectively with all levels of staff/individuals and in a multi-cultural environment.
  • Excellent diplomatic, interpersonal, and communication skills. Strong communications skills in written and spoken English.
