The Subgrants Officer II will assist a portfolio of nearly 100 projects within IREX’s Global Programs and will support with preparation, execution, and monitoring of the large and small subgrants.

Your Background & Skills

  • Bachelor’s Degree in Accounting, Finance, Business, Economics, or related Field; Master’s Degree preferred.
  • 8+ years of progressive experience work; may include a combination of part-time, internships, etc.
  • Proficiency in one of the following languages – Arabic, French, Russian, Spanish preferred
  • Prior experience in financial compliance for USAID/federal government and working knowledge of CFR and FAR required.
  • Prior knowledge of Deltek accounting system and IBM TM1 budgeting and planning application highly desired.
  • Proven experience managing multiple tasks in a demanding, time sensitive work environment.
  • Experience conducting research and ability to proficiently articulate findings in the English language.
  • Proactive and comfortable with contemporary digital platforms for collaboration and communication.
  • Proficient in Microsoft office products, especially MS Excel.
  • Clear, succinct, and compelling communication skills, both oral and written.
  • Outstanding interpersonal and intercultural skills.
  • Very strong time management, multitasking, and organizational skills.
  • Speaking, reading, and writing proficiency in English required.
  • You must have unrestricted authorization to work in the United States.

Your Daily Tasks

  • Provide support to sub-award selection and review of due diligence.
  • Provide strategic guidance to the program teams and sub-awardee staff on application of subaward policies.
  • Enter subgrants into IREX’s subgrants system.
  • Follow and enforce IREX’s subgrants policies and procedures.
  • Draft and/or edit sub-award manuals and financial forms for partners (i.e. cash request, financial reporting template, etc.)
  • Coordinate sub-awardee cost share with the recipient and the FP&A team.
  • Review and approve sub-awardee financial reporting.
  • Deliver sub-awardee training on compliance and finance related matters.
  • Review and negotiate sub-award terms and conditions to manage IREX risk.
  • In collaboration with IREX GCO and FP&A teams, deliver training for project staff on topics related to subgrants. compliance and applicable regulations.
