NCSC is looking for an experienced Senior Program Associate to join our International Programs group. This Senior Program Associate position, functioning with significant autonomy and independence, is responsible for administering automated travel systems and providing user support; implementing travel and event planning and services; executing program activities; and financial reporting.  These duties are performed in support of IPG’s INL program initiatives in Latin America and the Caribbean.  The work is performed in a fast-paced environment. The position is based in the NCSC’s Arlington, Virginia Office, and is eligible for a hybrid work schedule.

Duties and Responsibilities

  • Demonstrates conduct that upholds the basic Core Values of NCSC.
  • Provides systems administration for travel platform.   This encompasses system support and user training:
  • Manage Express Travel Users and User list including Requestors, Approvers, Alternates, and Grants Officer Representatives on behalf of INL
  • Provide User Training, feedback and assistance to users to enable use of Express Travel System
  • Liaise with the helpdesk to administer new users and passwords, including password resets
  • Serve as Designated Responsible Officer for travel systems averaging 10 or more requests per week (for individual or group travel)
  • Receive and administer client travel requests 
  • Conduct quality control/feedback for requests including sufficiency of information provided, data accuracy, and basis for payment
  • Administer quality control surveys for INL users 
  • Maintain confidentiality and exercise discretion over the use of and access to data including Personal Identifying Information (PII) 
  • Deliver high quality of customer service to clients and beneficiaries on behalf of NCSC
  • Organizes travel and event services: 
  • Conduct high-level corporate travel and event management on behalf of beneficiaries and partners 
  • Arrange travel and events through travel agents and training providers including payment of travel and event registration
  • Administer Travel Health and Accident Coverage for all beneficiaries 
  • Manage transportation including ground transportation, flights, and other means of transport for delegations (including buses, vans, drivers)
  • Provide corporate credit card authorizations for lodging, catering, and other travel support items on behalf of INL beneficiaries
  • Trouble-shoot delays or postponements of travel and events on behalf of INL beneficiaries 
  • Maintain confidentiality and exercise discretion over the use of and access to data including Personal Identifying Information (PII) 
  • Conducts financial administration and reporting:
  • Receive and review Monthly Field Office Fiscal Reports including Bank Account statements and vouchers for high-volume of transactions 
  • Reviews accuracy of coding and financial records/supporting documentation corresponding to transactions
  • Reconciles Fiscal Reports and Bank Statements for foreign currency and U.S. dollar accounts 
  • Administers credit card payments and bank accounts on behalf of NCSC
  • Prepares credit card pre-processer sheets and other records to facilitate payments
  • Trouble-shoots card replacements and declined transactions
  • Prepares invoices for reimbursement by INL on behalf of NCSC 
  • Manages receipts or other supporting documents for high-volume of transactions per month
  • Conducts quarterly reporting at the program- and sub-program level, including translation or compilation of data into quarterly reports that comply with Federal requirements
  • Conducts annual reporting of data that complies with Federal requirements
  • Coordinates compliance with local reporting requirements, including documentation of records and transactions 
  • Maintains records of local registry and VAT exemption status 
  • Provides program administration support: 
  • Support the administration of NCSC programs in Latin America and the Caribbean, including oversight of local registry, labor and other support contracts 
  • Administer personnel contracts and approvals on behalf of NCSC and clients
  • Administer name-check clearances for personnel on behalf of NCSC and clients
  • Advertise, short-list, screen and interview local personnel (where needed) 
  • Manage staff replacements and scopes of work for local personnel
  • Manage electronic records including accurate and up to date files via Box

Qualifications

  • A bachelor’s degree in related discipline or a combination of education and experience that demonstrates the ability to perform the duties of the position is required.   
  • Minimum of 3 years’ experience (bachelor’s degree) or 1.5 years (master’s degree, J.D.) and progressively increasing responsibility working in, monitoring, and/or supporting donor-funded international development and rule of law programs in the Latin America and or Caribbean region is required. 
  • Prior experience with programs funded by the State Department or their implementing partners preferred.
  • Knowledge of office management principles and practices required.
  • Strong understanding and proficiency in financial and project management systems and procedures required.
  • Experience implementing M&E on USG programs and demonstrated ability to develop M&E plans and manage data collection and analysis under M&E plans.
  • Knowledge of USAID and/or U.S. State Department rules and regulations required. 

Additional Skills & Abilities

  • Spanish and English language fluency required (Work is conducted in Spanish and English)
  • Demonstrated expertise in the use of NCSC travel management systems or other similar systems
  • Experience providing user support and training for these systems
  • Demonstrated proficiency using Microsoft Word, Excel, and Access
  • Experience providing high-quality customer service within significant time constraints, including routine after-hours availability (nights and weekends)
  • Demonstrated experience supporting high-volume of travel and event functions
  • Demonstrated expertise in records management, travel and events coordination, financial management, and office administration
  • Demonstrated expertise in Federal travel rules and regulations
  • Demonstrated familiarity with U.S. government partners
  • Drafts and/or reviews administrative, technical, and legal project documents in Spanish 
  • Demonstrated problem-solving skills and ability to conduct work independently with minimum supervision
  • Strong oral and written communication skills
  • Organized, self-motivated

The annual starting salary for this role is between $58,240 – $70,000, factors which affect starting pay within the range include education, experience, and other qualifications as it relates to the position.
