Summary

The Associate Director, Grants Management, CBR will play a key role in managing CBR’s grants throughout the funding lifecycle. POSITION SUMMARY: The Associate Director, Grants Management, CBR will play a key role in managing CBR’s grants throughout the funding lifecycle. Specifically, this position has responsibility for coordinating and managing: 1) proposal development to secure funding from new and existing donors; 2) donor reporting, managing cross-functional teams throughout CBR to assure the submission of quality donor deliverables to meet all grant requirements 3) donor relations, serving as a primary point person for donor communications and facilitating coordinated communication strategies. This position plays a leadership role in managing relationships with the Product Development Partnership (PDP) Coalition, including representing CBR at in-person and remote meetings globally.

 

The Associate Director, Grants Management, CBR will have cross-cutting responsibilities for understanding and enabling compliance with grant agreements, including facilitating an understanding of donor requirements and ensuring activities are conducted in a compliant manner. 

 

RESPONSIBILITIES: 

Proposal Management (50%):

1. Evaluate and communicate new funding opportunities to CBR staff; assess fit within strategic/research objectives

2. Prepare applications/proposals for new and existing donor funding through responses to calls for proposals or other funding opportunity mechanisms (e.g., costed extension requests)

3. Manage the proposal process to ensure submission of high-quality, strategically-aligned funding applications. Specifically, this includes:

a. Manage cross-functional proposal teams 

b. Initiate proposal drafts, assessing donor requirements and identifying required information in a compliant format

c. Manage proposal development and review processes, defining roles and responsibilities and highlighting information gaps to key contributors

d. Assess final drafts for quality and completeness, including strategic alignment with the requirements of the application; edit accordingly 

e. Ensure on-time submission 

 

Donor Deliverables (25%):

4. Manage submission of quality deliverables to meet grant requirements through cross-functional coordination (e.g., with technical, finance, accounting). Specifically, this includes:

a. Initiate deliverable drafts, identifying required information in a compliant format 

b. Manage deliverable development and review processes, defining roles and responsibilities and highlighting information gaps to key contributors

c. Assess final drafts for quality, completeness, and comprehensiveness with respect to donor requirements and the broader technical work plan; edit accordingly  

d. Ensure on-time submission 

5. Monitor project progress with respect to grant terms/milestones, budgets, and indirect cost rates, and identify potential deviations and issues. Specifically: 

a. Work with project management team to evaluate project progress against deliverables and donor expectations 

b. Identify problem areas and identify risk mitigation strategies; synthesize risks and issues for presentation to leadership

6. Translate donor requirements and evaluate donor deliverables to assess compliance, with a technical lens and knowledge of product development 

7. Review and update or create new processes and procedures to facilitate accurate and compliant donor reporting or fulfill other grant requirements

 

Donor Relations (10%):

8. Serve as a primary point person for donor communications, as appropriate, and collaborate with Senior Leadership to implement effective and coordinated communication strategies

9. Maintain a donor document management system to ensure a comprehensive, up-to-date living archive that is accessible for team use and available for donor audits

10. Coordinate with PDP Coalition to support our role as a PDP

 

Funding Strategy (10%):

11. Develop strategies to effectively utilize PDP funds from multiple donors to accomplish project goals and advance products along the development pipeline 

12. Develop a cost capturing strategy to maximize the expense capture for projects across multiple donors, especially for PDP funding mechanisms

13. Utilize expertise in PDP funding mechanisms to facilitate the integration of principles of PDP funding into the broader portfolio

14. Liaise with CBR Finance and Accounting to ensure cost capture against projects is compliant with the overarching agreement 

15. Support multi-year strategic planning and forecasting

 

Miscellaneous (5%):

16. Work with PC Grants and Contracts to understand implications of the multi-donor funding environment and ensure compliance with active donor agreements. In this regard, support research, recommendations, policies, procedures, and monitoring tools to ensure compliance with funding agreements and other obligations and commitments that impact CBR.

17. Liaise with the Council’s Business Development team.

18. Liaise with consultants to support the listed activities, as required

19. Troubleshoot and communicate problems to Principal Investigators

20. Other duties and special projects as assigned

 

QUALIFICATIONS:

1. Bachelor’s degree required; advanced degree strongly preferred

2. 10+ years of project or grants management experience

3. Extensive experience with grants management/grants administration/grant compliance.

4. Knowledge of USAID Federal Rules and Regulations is preferred. NIH Experience is helpful.

5. Experience in multi-donor/multi-government funding environments required

6. Strong knowledge of the terms and conditions of donor funding agreements, including USAID Rules and Regulations

7. Ability to read primary agreements, including agreements with the US Federal government and discern all governing requirements; ability to generate compliant, organizationally-relevant processes and procedures from broad agency/donor requirements.

8. Strong knowledge of proposal planning and timeline management.

9. Capable of collaborating with various levels of internal and external personnel including technical staff, finance and operations staff

SALARY AND BENEFITS: salary range between $116,000-$159,000 annually, depending on knowledge, skills and experience. Excellent benefits package includes:
