Position Summary:
The Senior Grants Manager will provide contractual and grant advice to MSI staff at both headquarters in Arlington, VA and various field offices, and provide training as needed. This position will report to the Director of Contracts. The preferred location for this role is in the Washington, D.C. Metropolitan area.
 
Responsibilities:

  • Provide guidance and advice to MSI colleagues on the interpretation of grant terms and conditions and client rules and regulations with minimal oversight.
  • Provide training, guidance, and mentoring to Contracts/Grants team members.
  • Take the initiative and provide creative solutions to complex grant/contractual/compliance problems.
  • Work with senior representatives from other departments on organization-wide initiatives and issues.
  • Provide regulatory guidance and ensure compliance in accordance with terms and conditions of supported projects and as a result drafts requests for client approval as necessary.
  • Draft solicitation documentation, including RFAs/APSs, evaluation memos, and selection justifications.
  • Manage the selection process during proposal evaluations, negotiating with awardees, and drafting, reviewing, and finalizing the resulting subaward document.
  • Draft and administer U.S. government funded grants, specifically USAID rules and regulations for grants issued under contracts and cooperative agreements.
  • Design and conduct grants training with MSI colleagues domestically and abroad.
  • Remain current on changes within the industry through resource sites, publications, and continuing education with the ability to provide training and refresher sessions on pertinent topics to MSI staff.
  • Prepare, organize, and maintain records and files documenting award, modification, performance, and compliance.
  • Provide briefs to document new awards, modifications, and administrative changes.
  • Conduct research to contract audits and other inquiries.
  • Assist with proposals as needed.
 
Qualifications:

  • Bachelor’s degree in a relevant field required. Master’s degree preferred.
  • Minimum 10 years of experience in the administration of grants required.
  • Experience with USAID grants and cooperative agreements is required.
  • Knowledge of various grant mechanisms under U.S. government prime agreements, especially USAID. 
  • Knowledge of grants, including procedures, U.S. government regulations, templates, and training, required.
  • Knowledge of U.S. government assistance instruments and regulations (FAR, CFR, etc.) with a specific emphasis on USAID (AIDAR, ADS, etc.).
  • Strong attention to detail, communication, writing, and analytical/research skills.
  • Ability to multitask and work in a team-oriented environment.
  • Ability to travel internationally on an ad hoc basis.
  • Fluency in English required. Fluency in Spanish, French, or Arabic is a plus.

Pay Transparency Statement:
We are committed to taking a thoughtful, compliant and equitable approach to employment compensation. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $118,000 to $130,000 USD.
