Senior Finance Officer

The Senior Finance Officer directs financial activities for their assigned field offices, guides field finance administrators on transaction review, and reviews and approves payment and field expense transactions for posting to the general ledger. The function of the Senior Finance Officer is to take a proactive approach to the oversight of financial transactions within their portfolio and be a line of direct support to the field office finance managers and program teams. The Field Finance team works with the Program Administration Team and Program Team to design, propose, and start up new projects and field offices, monitor the costs and deliverables of the projects, and ensure accurate and timely reporting to the donor(s). Works with other Field Finance team members to provide full service accounting for projects to include advance account reconciliation. The Senior Finance Officer, in coordination with others in the CFO organization, will help to support IFES’ programmatic areas and both its HQ and global field offices and sites.

Contracts And Grants Director

The Director will report to the Chief of Party and manage a subawards team to establish and administer performance-based subcontracts and grants-under-contract procurement processes related to sub-award management. They will establish and mobilize an innovative and efficient subaward system that will enable ATIP to manage, monitor, and achieve its project goals. The successful candidate will also finalize and manage sub awards and ensure sub-partner compliance with USAID policies and procedures. In addition, this role will work with program and M&E teams to ensure oversight during implementation and closeout.

Financial Specialist

The Portfolio Financial Specialist for Resilience and Growth Division has the responsibility to oversee a number of project and proposals in the division. The position is responsible for: (1) managing multiple cost extension/modification and new proposals in accordance with best practices to the unique needs of each bid; (2) monitoring financial performance of projects within the portfolio; and (3) actively contributing to the corporate annual budget process. The position reports to the Director, Financial Planning & Analysis (FP&A). Professional proficiency in French or Spanish is required.

POSITION SUMMARY:

We are seeking a Manager, Grants Administrator who will join our finance team to provide support to the organization for grants management of all grant resources received (private and public) and to ensure compliance with donor regulations. This position will support the Grant Management Unit and the organization’s capacity to manage the administration of awarded public and private grants (USAID, UN, DFID, ECHO, EU, World Bank, Global Fund, Gates, other foundations, etc.), i.e. review of proposals from the Compliance side (including the correct ICR and calculation, in the correct format for that donor), to the tracking of the grants administratively throughout their life cycle, including financial reporting and any extensions, to close-out of those grants, ensuring no overspends. This position should be familiar with 2 CFR 200, Uniform Administrative Requirements for Federal Awards, USAID Standard Provisions, UN, DfID, and EU rules and regulations, as well as compliance with major private donors’ rules and regulations. This position will assist in provide training for the Program, Finance, and Legal teams plus appropriate Country Offices (COs) on US Government grant rules and regulations.
